Prof. Omenugha made this declaration on Tuesday, April 21, 2026, while addressing journalists at a press conference held at the Vice-Chancellor's Conference Room, as part of activities marking the commencement of the university's 16th Convocation Week. The announcement was not made tentatively, it was made with the conviction of a leader who has already begun laying the groundwork.

According to the Vice-Chancellor, COOU had no measurable ranking presence prior to her assumption of office, a gap she identified early and immediately set about closing.
